What is NSPA
The NATO Support Agency (NSPA) is NATO’s Integrated Logistics and Services Provider Agency, combining the former NATO Maintenance and Supply Agency (NAMSA), the Central Europe Pipeline Management Agency (CEPMA) and the NATO Airlift Management Agency (NAMA). The NSPA is a fully customer-funded agency, operating on a “no profit - no loss” basis. It employs some 1,200 staff and is headquartered in the Grand Duchy of Luxembourg (Capellen), with operational centres in Luxembourg, France, Hungary and Italy.
The NSPA is the executive body of the NATO Support Organisation (NSPO), of which all 28 NATO nations are members. Those nations are represented in the NSPO Agency Supervisory Board (ASB) which directs and controls the activities of the NSPA.
The NSPA brings together in a single Organisation NATO’s logistics and procurement support activities, providing integrated multinational support solutions for its stakeholders. Its creation falls within the framework of the new NATO approach to defence spending during austere times called Smart Defence of which Smart Support is a key element

Logistics Operations
The purpose of NSPA’s Logistics Operations is not only to deliver traditional in-service logistics support for weapon systems, but also to provide logistics services in a broader context, including support to NATO and the nations as a logistics integrator for multinational initiatives in direct support of deployed troops.
Logistics Operations provides cooperative logistics services to its customers – the NATO nations and other NATO bodies – underpinned by three basic principles: consolidation, centralization and competition.
Consolidation. Consolidation of logistics requirements expressed by two or more customers. The consolidation of requirements means larger quantities can be ordered, resulting in economies of scale.
Centralization. By placing their requirements with Logistics Operations, customers have the added advantage of addressing a single entity rather than having to deal with a multitude of suppliers and service providers.
Competition. International competitive bidding ensures that our customers obtain the best quality at the lowest prices.
The NSPA’s Logistics Operations’ 13 Programme Offices are providing support to its customers through various Support Partnerships and other legal frameworks.
